In an effort to try and track down Terrorist money coming in to the US, President Clinton wanted oversight from the banking industry.

“Most experts say the funds used to finance the attacks here
probably came into this country in small amounts either through
wire transfers or through the use of brokers that belong to a
paperless underground banking system.”

ONE MAN stopped him: Phil Gramm, McCain’s financial adviser. In his support of deregulation of the banking industry, Gramm permitted bin Laden to fund the 9-11 terrorists when Clinton’s bill, if not stopped, may have been able to track them down.

The republican plan appears to be to monitor American Citizen’s library use but allow unfettered funding of terrorist groups operating in the US.

It’s all hearsay – no one can prove it – it wont be the first time your country has done it , many helped the IRA out – Reegan and others may very well have just given the Ira supporters in the US their blessings
